Linux is free. So just by that logic, you should probably try it first to see if you like it. If not, go with Windows.
Now Linux (if you get CentOS or SUSE) will be far more stable, faster, and secure than Windows.
For making web pages quick, dreamweaver is great, but only for windows and OSX.

personally i like linux but am on windows atm lol. if you want to use windows apps on linux use wine. if you want to use Microsoft anything you need to be on windows
not linux but there is prob an open sourced version of it in linux for you to use.
another thought is to duel boot with the ubuntu windows side boot thing ( google it ) then you can run on either windows or linux
Your Best bet would be either CentOS http://www.centos.org/ or EnGarde Linux http://www.engardelinux.org/ which are designed for servers and web hosting.
Linux is the best answer for your web hosting plan. If your web hosting plan is on an external server and not your home PC, definitely choose Linux. It supports all major scripting languages and databases and is the most powerful, customizable option.
I am not aware of any decent web-design software for Linux. However, you can use Windows for your web-designing needs if you want to. It won’t matter to the server which operating system you used to make your files.
Linux is a developer’s OS – it comes with all sorts of scripting languages built it Plus the main distributions of Linux have made huge strides in the last 8 years or so in making Linux user friendly.
You don’t have to have Windows if you are going to use any MS Visual tool. But it really is easier to just use MS tools with a MS OS.
