Get a windows Virtual Private Server. It’s like having your own real server that someone else has to babysit the physical parts of. Then you can do whatever you want with it.
Otherwise, you’d have to ask the hosting company for special privileges. You want shell level access? Or a .bat (or vbscript) that runs as a scheduled task and you can edit…they might do it. I wouldn’t.
