Have You Actually Tried Calling Your Isp , Ask Them To Give You A Proxy , Sometimes It Helps ….. , Or Have You Recently Installed Any Unknown Pogram On Your Pc … If Non Of The Above Works Most Probably The Website Is Down
When you say you have tried everything, what have you tried? Have you tried using a different browser? Have you tried reconfiguring your modem/router?
that’s a server-side error. it doesn’t really mean that there’s anything wrong with the page or your computer/connection. you’re likely trying to access a part of the site that is forbidden by most sites, the site directory.
is this just happening on one site or every site?
if it’s happening on every site make sure that your dns numbers are correct (go to start> settings> network connections> right click on connection> hit properties> select tcp/ip (internet protocol)> hit properties under that> make sure your “obtain dns address automatically” is selected)
if this is happening on just one site try to contact the site administrator and ask them why they are protecting their site directory (although i seriously doubt you’d get an answer).
Error 403 is the server, nothing to do at all with your machine!

You can’t fix something that isn’t your issue! If you own the server you can indeed permit directory browsing but if not, you simply are not allowed to browse the directory you have attempted to see!
