well it they are the same, but it depends on the features you need if you need ASP, PHP, SSL, if you need MYSQL (which is windows based) compared to just SQL.
Hands-down, no-brainer, Linux.
At installation, you can setup Linux to serve straight-up http, ftp, email and Windows peer-to-peer (through Samba). Maybe more, but that’s all I use in my company’s intranet. As long as you don’t mind getting your hands dirty with text file settings, and follow instructions placed in the comments, you’ll be fine.
I’ve only used Linux and it cheaper and I’d guess used by more people than windows. I doubt one would be much faster than other but price difference in price is substantial.
Everything you need to run a website is available for linux I think it is the way to go.
I wouldn’t try to learn windows now “meaning myself” but that’s my personal choice.
Linux has less overhead and will generally spit out more pages than a Windows based solution (if configured correctly) on the same hardware. Linus is also less prone to being hijacked (since there are very few Unix viruses). However, if you’re not familiar with Linux and / or your host doesn’t have many administration tools then you may well find Windows to be an easier starting block. In the long run though, I’d aim for the Linux Option.
That depends on your experience.
Do you have good knowledge of linux, do you want to spend sometime learning very technical details? if the answers are no than use Windows.

Linux is much better, of course. And it is the default. If a host doesn’t mention what operating system they are using on their hosting servers it’s Linux. (you don’t have to know anything about Linux, it’s the operating system of your hosting company not yours).
You can use any software to build your pages like FrontPage 2002 or Dreamweaver (and anything else), or you can even use their Web Builder (included with your hosting plan, a lot of hosts are now offering it).

When it comes to how fast they load web pages, it’s almost impossible to do a head to head comparison, as they both use very different technologies and software.
On the other hand, Linux is easier to manage because cPanel and WHM (Web Host Manager) are both highly user friendly.
Although FrontPage 2002 would work more completely on a windows server, most functions work fine on a Linux server too.
In my humble opinion, FrontPage is not a powerful editor. It tends to “self-generate” lots of redundant code than it should which in turn will slow down the loading of web pages. Renaming a file inside the program can take ages. And a lot more technical issues that can rip you apart.
I would suggest you to get a better WYSIWYG HTML editor web design software tool to build your web pages.
Oh, so Linux or Windows for web hosting?
