how can i stop windows host process (rundll32) message from popping up when i open internet or a new tab?

You have an infection. You need to clean it off. Assuming you have some good anti-malware, run it.

But if you don’t, and since you don’t want to download anything, go get a boxed software. Or take your computer to a shop and have it disinfected. Then get some good security.
