“Microsoft Silverlight extends and amplifies your existing development skills, empowering you to build new types of applications for the Web”
A program to make programs is what it sounds like.

Microsoft Silverlight is a web application framework with a scope similar to Adobe Flash. Version 2, released in October 2008, brought additional interactivity features and support for .NET languages and development tools. Microsoft made the beta of Silverlight 3.0 available on March 18, 2009. The final version was released on July 9, 2009.[1]
It is compatible with multiple web browser products used on Microsoft Windows and Mac OS X operating systems. Mobile devices, starting with Windows Mobile 6 and Symbian (Series 60) phones, will probably be supported in 2010.[2][3] A free software implementation named Moonlight, developed by Novell in cooperation with Microsoft, is available to bring compatible functionality to Linux.
Silverlight assumes that u r familiar with programming, or familiar with a programming language (such as javascript, actionscript [flash], etc).
i’m not sure how user friendly it is compared to Flash- but flash is easier to learn on if u r new to programming.
u use the program to design interactive applications for the web or cdroms.
MS Silverlight is similar to Adobe Flash. It’s Microsoft’s attempt to replace Adobe Flash with their own solution.
Microsoft doesn’t like this capitalist thing called “competition” too much…
