Having played around with Linux servers a lot as a hobbyist, I think the main issue is usage volume, and not whether a particular set of specs will work at all for a given purpose. An old Pentium III could easily handle all of those tasks for low to medium usage (such as a website with a few hundred users per day).
So as an imaginary baseline with no figures like the number of users or how often files will be downloaded from the server or modified, I’d say something like:
1 GHz Pentium III
256 to 512 MB of RAM
40 GB hard drive (I have no idea how much space you will need for file storage, but its hard to buy drives smaller than 40 GB these days anyway)
