You’ll have to learn ASP.NET, which shouldn’t be a huge deal, and you’ll have to learn either C# or VB.NET for the backend. C# would probably be your best bet since you already know C. You could probably have a site online within 5 months with the bulk of the bugs worked out of in by 7-8 months.
It depends on how much comfortable you are currently with asp.net and C#.
If you are starting from scratch, then it should 2 months if you devote 4 hours per day in learning and developing.
Also, there are ‘n’ number of start up packages available online on http://asp.net for you to make a head start.
It also depends on the number of features you want to have in your site. But it is advisable that you start with the basic ones and then make it live. You can then keep adding more features.
